A special concession rate for savings bank books came into force on 1 January 1882 of 1d per 4oz with free registration included. To qualify, the packet had to be clearly marked with the contents, endorsed by the sender on the front, and could not contain any other written material. Cover with a few minor blemishes, but the earliest known example of the special concession rate
